| 課程目標 |
方案管理體系是由問題與需求分析、方案規劃與設計、方案執行及績效評估等四個要素持續循環運作的過程，目的在不斷地提昇社會服務的品質。而分析係指方案規劃者運用一些方法來界定社會問題，並了解寨主的需求，例如：調查法、訪問法、SWOT分析等等。規劃（設計）係指方案規劃者發展其所欲執行方案的過程，例如：計畫方案的目標與目的，並排定優先順序；設定績效標準；構想服務策略；資源開發；甄選、訓練工作人員；設計資訊管理系統；工作時程的安排或方案行銷等等。執行係指確保方案依計畫達成其目標的工作過程。包括：危機處理、成本控制、激勵團隊、錯誤修正、服務輸送等。評估係指判定方案績效是否滿足顧客的需求。諸如：案主滿意度、服務輸送體系的檢討、成效評估等等。職是之故，本課程的目的是讓學生瞭解人群服務組織之方案設計與評估的基本原則與技巧，並進行實際操作和演練，以培養學生基本的方案規劃與評估能力。 |
Objectives |
Program planning and evaluation are designed as a primary text for students in social work, sociology, psychology, counseling, education, and other related disciplines.It also benefits society and helps practitioners, whatever the problem or specialty, to practice more effectively. Moreover, in this era of greater and greater accountability, program planning and evaluation skills are not only needed, but necessary. In other words, a critical appreciation of the concepts and methods explained in this course will assist students to design and provide better services to clients and to become a goog manager of the resources affiliated with those services. |
