| 教學內容 |
一、授課目標
在現代國家中，人民生活品質的高低與政府施政的好壞息息相關，亦即政府的施政是否具有效率、效能、競爭力、責任與前瞻力，不僅攸關國家的發展，亦影響着每個人的生活與發展。是以，現代的公民必須知道政府在做什麼？政府是如何地運作與管理。基於此，本課程預定達到以下的教學目標：
(一) 瞭解公、私組織的區別，以及公共組織理論的發展。
(二) 瞭解公部門組織的運作與管理。
(三) 瞭解公共政策的內涵與政策制定的過程。
(四) 了解公部門的公共性、責任性與倫理的要求。
(五) 瞭解公共組織未來的發展
(六) 具備行政學的的基本概念與內涵，奠下未來參加公職考試或公共行政研究的基礎。
二、授課的安排與要求
本課程屬公共行政的基礎課程，在授課的安排上，基本上首先由授課老師講授各該單元的基本概念，同學可就相關的概念與問題進行提問，由老師與學生就相關實務問題進行意見的交換與討論。因此，學生除了必須出席上課之外，也必須參與課堂上的討論。

Syllabus |
In the modern country, citizens must know the process of government’s decision making, operation and management. Further, citizens' quality of life is closely linked with government's administrative quality. Especially the administrative efficiency, effectiveness, competition, responsibility, and proactive abilities influence the future development of the country. The course is aimed at achieving the following goals:
1. Understanding the differences between private enterprises and public organizations.
2. Studying the operating and managing processes in government.
3. Knowing the processes of making public policy.
4. Understanding the meanings of public interest, the ethics of public administration, and the neutralization of public administration.
5. Illustrating the future developments of public administration.
6. Preparing the public official examinations.
Course arrangements and requirements
Since the course is the basic course of public administration, teacher will introduces the basic concepts of this course at the first. Then students must attend the class, participate in class discussions, and have middle and final term tests.

The first week: Knowing each other and introducing the contents of the course.
The second week: Illustrating the basic concepts of public administration.
The third week: Introducing the traditional theories of public administration.
The fourth week: Introducing the human relation school theories of public administration.
The fifth week: Talking about the system school theories of public administration.
The sixth week: Introducing the theories of NPA (New Public Administration), NPM (New Public Management), and Network Governance
