1.本課程目標乃是協助學生瞭解貧窮的意義、形成過程以及對治的社會政策。
2.熟悉貧窮的定義、財產檢查標準、救助的類別與核給金額。
3.瞭解貧窮形成的多元成因以及不同的歷程，建立多元的分析觀點與持平的態度。 |
Objectives |
1. The course goals are to help students understand the meaning of poverty, as well as the formation of social policy governance.
2. Familiar with the definition of poverty, property inspection standards, aid to the amount of nuclear category.
3. To understand the formation of multiple causes of poverty and different history, an analysis of the establishment of multiple perspectives and balanced. |

| 教學內容 |
本課程旨在提供學生認識貧窮的本質、國家對抗貧窮的策略、政策與相關法規。此外，本課程從更廣泛的視野，分析我國相關社會救助與社會津貼制度的概念問題。基於此，本課程一方面分析救助與津貼在整個是社會安全之定位，以及與社會保險之區隔與分工，二方面探考大環境因素（如全球化、經濟與社會結構的改變）對貧窮問題的影響，三方面也從價值觀點（如社會正義、性別平等義）探討我國社會救助與津貼制度之問題，最後，也將分析國外之救助政策，比較各國因應貧窮議題之對策，本課程希望透過這樣的分析取向，使學生同時掌握我國與救助與津貼相關之規定，以及具備自主學習之能力，並具有國際視野。本課程之進度暫訂如下：

Syllabus |
This Course will help students understand the essentials of Poverty and the strategies, policies and Laws of the State in resolving poverty issues. Alongside analyzing the social assistance and allowance system in Taiwan, students will also study the role of these two systems play in the social security system, how social-economical and political circumstances influence poverty policy, and how values and ideologies set the government’s agenda in tackling poverty issues. This Course will also discuss and compare poverty policies internationally, with particular focus on certain European countries, the USA, Japan and China. The aim is to enhance the student’s insight into the Taiwanese social assistant and allowance system, and to augment the ability of self-learning. The international perspective of poverty issues will also be emphasized. |
