| 課程目標 |
本課程有兩大主軸，為社會政策與社會立法。在社會政策中，將介紹公共政策基本概念、社會政策相關意涵、國內外之經驗，及理論之分析架構。就社會立法而言，則以政策概念為基礎，探討我國社會立法之實際案例。 |
Objectives |
Two subjects will be introduced in this course. The first one is about "social policy", and it includes the concepts of public policy, the implication of social policy, the experience of domestic and foreign, and the analytical framework of theory. The other one is "social legislation", and different cases in Taiwan will be discussed in this subject. |

| 教學內容 |
本課程計分十六章，前四章是基本理念，中間十章是政策與立法，最後兩章是執行社會政策的資源相關法規。
在基本理念部分，針對社會政策與社會立法的涵義、價值及意識型態、制定及合法化過程、發展脈絡，略加闡釋。
在政策與立法部分，係依據2004年修正社會福利政策綱領所揭諸的社會福利六大項目：社會保險、社會救助、福利服務、就業安全、社會住宅與社區營造、健康與醫療照護，逐一進行分析。
其中，福利服務一項，又涵蓋：兒童及少年、婦女、老人、身心障礙者、原住民等福利。
在資源相關法規中，僅就人力資源與財力資源的相關法規，擇要探討，藉以瞭解執行社會政策相關資源的法律依據。 |
Syllabus |
This course divide include 16 chapter , the front four chapters are the basic concept , the middle 10 chapters are the policy and legislation , the last 2 chapters are the related legislation about to enforce the Social policy resources .
In the part of basic concept , directed against the meaning、value、consciousness type、established process of Social policy and Social legislation、develop tendency etc. show the point concisely.
In the part of policy and legislation , is according to the Social welfare political guiding principles（2004），announce six item about Social welfare : Social insurance、Social assistance、welfare service、employment safety、social housing and Community building、health and medical care , provide the analysis of each once.
During the welfare service , it include the welfare of children＆early youth、the woman、the aged、the disabled、aborigines ,etc.
In the related legislation of social resources ,just introduce the legislation of human resources and financial resources , provide to know the lawful basis about enforce the Social policy |
