| 教學內容 | 組織並非在自然狀態或無意之間產生出來的，它是由一群願意將個人資源投注在某些共同目標的人集結而成的團體；而且任何組織皆無法跳離其所處的外在環境而獨立運作，它必須與環境持續性的互動且達到一個動態平衡的狀態（張笠雲，1998；Weiner，1990；Neugeboren，1990；Hall，1996）。當組織為求生存而隨著社會脈動作調整時，會因組織價值、目的或所擁有的資源互異而有不同的策略性選擇（strategic choice）。而社會福利機構是非營利組織中的一種類屬，其存在的使命（mission）乃在解決個人與社會問題，滿足個人或社會的福利需求（梁偉康，1990；孫本初，1994；Wilbur et al，1994）。但現階段社會福利機構所面對的是福利需求不斷變遷、機構間相互競爭有限資源、案主要求服務品質及社會大眾提出監督等各種不同挑戰的劇變社會環境（張英陣，1994；Drucker，1990，1995；Allison & Kaye，1997 ；Adams & Nelson，1997），使得社會福利機構能否實現其滿足個人與社會需求的使命開始遭受質疑，甚至威脅機構的生存。 為因應巨變時代下的各種挑戰，社會福利機構不斷採借企業管理的理念來經營機構。Amstrong（1997）即認為福利機構與一般企業面臨相同的組織環境，主張應進行組織再造（re-engineering），且進行機構間的策略性聯盟，建立以「合作代替競爭」的夥伴關係；而Weiner（1990）更積極提出應徹底地改變既有的管理技巧與理念，而向企業界學習策略性管理（strategic management）、系統性管理（systematic management）、合作式管理（cybernetic management）、組織間（inter-organational）或網絡（network）管理、或跨系統管理（multi-institutional systems' management）等，不論是採取何種管理方式，重點都在企圖突破既有的科層式管理。反觀國內的發展，亦受此股非營利組織管理風潮的影響，自一九九０年以後，組織管理理念在社會福利機構迅速展延開來。因此，本課程的目的包括下列幾項： 一、讓學生了解「非營利組織」的意義，並將機構管理知識整合至社會工作專業； 二、認識社會福利機構管理各層面的管理議題與發展概況； 三、本著「做中學」之精神，以「專題作業」形式將學生的學習教室擴展至實務工作場域。 |
Syllabus | Today, there are many non-profit organizations in Taiwan. Despite the tremendous size and impact of the non-profit sector, it is not well understood by most people. Therefore, the purpose of this course is to describe what non-profit organizations are, what distinctive features they possess, and what special challenges they pose for the people who manage and govern them in the future. For the students, they will acquire the related basic knowledge about how to manage the non-profit organization. So the objectives of the course are follow as: 1. to understand what is the non-profit organization 2. to know how to operate the non-profit organization 3. to apply the knowledge into the real world |
