| 課程目標 |
憲法是國家根本大法，規定人民的基本權力以及國家機關的組織與職權。憲法之良窳與憲政之施行影響一國的安危甚大，我國目前正致力於建立法治社會，身為知識份子更須具備憲法的知識，研修此課程有其必要。從務實的觀點言，研習此課程，一方面可以瞭解憲法所保障的人民基本權利為何？受到侵害時應如何救濟？另一方面可以瞭解政府如何組成，其運作方式對我們有何影響，如具備了憲法的基本概念，相信對我們分析大眾傳媒的內容，也有所助益。 |
Objectives |
A constitution is the foundation of a state; it is the orginizational law of government, the codification of the people’s rights. This course covers the following topics: 1) The basic concepts of the constitution. 2) The growth and transition from autocracy to democracy. 3) The relationship between liberity and legality. 4) The liberalization and democratization of the R.O.C.. 5) The constitution’s codes of the R.O.C.. |

| 教學內容 |
對憲法的忠誠是國家理性最高的表現，是文明的表徵。凡我國民均應研習之。又基本權是現代憲法的核心，對基本權的瞭解是現代國民的權利，也是促使國家提升水準的不二法門。而注重人民基本權利的國家，才可能是一個民主的國家。因此本課教學內容，除了對中華民國憲法本文作與當前政治現況的參照說明外，特別著重在基本權理論的介紹與意義的闡釋，並佐以司法院大法官之解釋，期使讀者清楚理解基本權精義之所在。 |
