| 課程目標 |
憲法是國家根本大法，規定人民的基本權力以及國家機關的組織與職權。憲法之良窳與憲政之施行影響一國的安危甚大，我國目前正致力於建立法治社會，身為知識份子更須具備憲法的知識，研修此課程有其必要。從務實的觀點言，研習此課程，一方面可以瞭解憲法所保障的人民基本權利為何？受到侵害時應如何救濟？另一方面可以瞭解政府如何組成，其運作方式對我們有何影響，如具備了憲法的基本概念，相信對我們分析大眾傳媒的內容，也有所助益。 |
Objectives |
A constitution is the foundation of a state; it is the orginizational law of government, the codification of the people’s rights. This course covers the following topics: 1) The basic concepts of the constitution. 2) The growth and transition from autocracy to democracy. 3) The relationship between liberity and legality. 4) The liberalization and democratization of the R.O.C.. 5) The constitution’s codes of the R.O.C.. |

介紹中華民國憲法與憲法學領域中的理論與實務，提供文獻研究導讀及討論，引導修課同學進行民主憲政活動的現象觀察，以雙向溝通、互動式討論台灣的憲政展現象與問題，培養認知、思辯之思維邏輯，建立社會政治科學研究方法之素養。 |
Teaching Materials |
This is a course on the constitution of ROC. The course objectives will be achieved through a program of readings, class discussions and activities, and written work. Also help student develop an understanding of basic conceptualof constitution of R.O.C. |

期中、期末考各佔百分之三十，考試方式於開學後與修課同學議定；
學期研究報告一篇及課堂互動表現作為平時成績，佔百分之四十；
課堂出席到課情形作為互動表現參考。 |
Grading |
Grading is based on the midterm exam (30%), the final (30%), a research paper and interaction in class( include attendance) (40%). |

| 教學內容 |
現今社會隨著變遷發展的結果，「憲法」已經逐漸成為社會大眾熟悉的名詞，但對憲法的認知仍然相當膚淺，甚至完全不能了解。鑒於憲法和憲法學一直是公認的「亦於入門，難於有成」。因此，本課程教學之目的在透過理論與實務介紹，讓修課學生對中華民國憲法建立適確的基礎認知，以深入淺出的介紹和討論方式，從台灣實際運作的「憲法現象」了解憲法的意義與價值，從而培養觀察研究能力，啟發關心台灣民主政治發展的人文社會襟懷，擴大對台灣政治社會及公共事務探究視野。因此教學內容以中華民國憲法及憲法學研究的基本認知作為引導的起步，焦點重心在於「憲法與立國精神」的介紹和「憲法與社會生活的新思維」的探討，並適時引介台灣的民主憲政發展過程及經驗、憲政活動現象觀察與憲政問題分析

Syllabus |
In this course, the instructor will help you learn to read and understand all the related topics of constitution with greater confidence and comprehension. Student will have a greater understanding of constitution of R.O.C. Upon successful completion of this course, the student should be able to understand the historical origins of constitution, to explain the power and authority exercised by the congress, and have a new thought about constitution and social living. The instructor also will introduce Taiwan constitutional development and experience, observation of direction of constitutional development, and analysis constitution problem. |
