課程目標 憲法是國家根本大法,規定人民的基本權力以及國家機關的組織與職權。憲法之良窳與憲政之施行影響一國的安危甚大,我國目前正致力於建立法治社會,身為知識份子更須具備憲法的知識,研修此課程有其必要。從務實的觀點言,研習此課程,一方面可以瞭解憲法所保障的人民基本權利為何?受到侵害時應如何救濟?另一方面可以瞭解政府如何組成,其運作方式對我們有何影響,如具備了憲法的基本概念,相信對我們分析大眾傳媒的內容,也有所助益。 Objectives A constitution is the foundation of a state; it is the orginizational law of government, the codification of the people’s rights. This course covers the following topics: 1) The basic concepts of the constitution. 2) The growth and transition from autocracy to democracy. 3) The relationship between liberity and legality. 4) The liberalization and democratization of the R.O.C.. 5) The constitution’s codes of the R.O.C..
教材 1.以解說課程內容為主,討論辯論方式為輔。
2.指導同學撰寫報告,以增進學習效果。
3.參觀見學。

成績評量方式 平時成績(專題報告 )佔40%
期中考佔30%

Grading In-class performance (oral presentation) makes up 40% of the grade, a written mid-term examination 30% and a written final examination 30%

教學內容 1.憲法基本概念、政府體制及運作、人民之基本權利和義務。
2.與課程有關之專題報告(由同學分組輪流報告)。
3.讓學生瞭解政府體制、人民之權利義務,培養學生具備民主法治之理念和素養,成為守法守分之現代公民。
4.透過專題報告,對於本課程的內容,佐以其他專家及中外古今各國類似思想制度做更進一步更深入的探討、研究、開啟同學更深入的研究管道。
Syllabus 1.This course presents basic constitutional concepts, government structure and operation. Basic rights and duties of the people. 2. Oral presentations on topics related to the course are presented by student groups on a rotating basis. 3. Student understanding of government structure and civil rights and duties is cultivated in order to improve student grasp of the democratic rule of law, with the goal of molding modern citizens. 4. The course also introduces students to further methods and means of research through lectures and presentations on the content of the course, supported by readings in other scholars’ work and study and discussion of similar systems and philosophies from the past to the present, both native and foreign.
